Captain of the first rank Andriy Paliy was a native of Kyiv. In 1992 he graduated from the Kyiv Higher Naval Political School with a degree in social psychology.

The school, the only one in the USSR, trained political workers for the USSR's ships and navy. It was established in 1967 on the territory of the Kyiv-Mohyla Academy, which later became the Kyiv Theological Academy.

On March 19, it became known that Serhiy Volynets, the commander of the aviation unit of the Russian Air Force, had died in Ukraine. In Russia, the mankurt destroyed by the Armed Forces of Ukraine was awarded the Order of Courage (posthumously).

The Russians awarded the ethnic Ukrainian an order for "courageously" destroying his blood brothers. He was rewarded for deliberately destroying Ukrainian cities.

Serhiy Volynets, the deceased, was directly involved in the 2008 bombing of Georgia. The information about his involvement in the Syrian war has been confirmed.

Igor Tatarchenko was born in the Kyiv region in Vyshhorod. Tatarchenko is currently a captain of the first rank, acting Commander of the Navy of the Russian Federation Armed Forces' 155 separate brigades of marines (permanent deployment - Vladivostok). His wife and daughter, who previously resided in Sevastopol (address: 3 Fadeeva Street, apt. 67), now live there as well.

Currently, I. Tatarchenko, a Vyshhorod native, is directly involved in the planning and deployment of Russian troops in the Kyiv area, including the Vyshhorod area, where he has relatives, close friends, former friends, and acquaintances.
